2014: Joined the Ministry of Land, Infrastructure, Transport and Tourism (MLIT)

After joining MLIT, he was involved in the promotion of i-Construction including BIM/CIM, as well as policy planning, planning, and development in the road sector. After serving as Consul at the Consulate-General of Japan in Los Angeles (Ministry of Foreign Affairs) and Head of the First Road Planning Division at the Kinki Regional Development Bureau of MLIT, he assumed his current position in April 2025. In his current role, he is in charge of policies promoting DX and AI development/utilization in the infrastructure sector.

MLIT has set a direction to thoroughly utilize AI in order to fulfill its mission of sustainably implementing infrastructure development and maintenance over the long term, and advancing productivity improvement and labor-saving at construction sites. The ministry is promoting initiatives toward realizing infrastructure DX and AI ecosystems, including enhanced utilization of infrastructure and improvement of services.

This presentation will introduce the background and key initiatives of MLIT toward infrastructure DX and the thorough utilization of AI.

Since 2015, our company has been providing "Smart Construction®," a solution service designed as a framework to maximize the utilization of ICT construction machinery, striving to solve challenges at construction sites. With the growing importance and urgency of digital transformation in recent years, we are advancing the introduction of new technologies such as AI and robotics, and Smart Construction® will continue to evolve further. In this presentation, we will introduce the current status of our initiatives.

Joined Takenaka Corporation in 1992. After working in construction management, production design, and technical research and development, he became Associate Professor at the Department of Architecture, Faculty of Engineering, Shibaura Institute of Technology in 2014, and has held his current position since 2017. He obtained his Ph.D. (Engineering) from Chiba University Graduate School in 2013. He serves as Director of the Japan Society of Development Engineering, Director of the Building Surveyors Institute of Japan, Director of the BIM Education Promotion Organization, Vice-Representative of the Global Architectural Technology Research Center at SIT Research Laboratories, and Member of MLIT's Architectural BIM Promotion Committee, among others. Ph.D. (Engineering), Master of Technology Management (Professional Degree), First-Class Registered Architect, First-Class Construction Management Engineer, Certified Facility Manager.

The construction industry is expected to face an increasingly severe shortage of skilled construction workers, and must also address challenges such as implementing a five-day workweek at construction sites and complying with overtime work limits, making productivity improvement an urgent issue. In this context, we will provide an overview of the challenges facing the construction industry and the current state of DX, discuss the direction forward in light of these industry challenges, and examine key points regarding human resource development for DX in architectural production through the adoption of BIM.

Since joining Hitachi Construction Machinery, he has been dedicated exclusively to the development of construction machinery. He has gained extensive experience ranging from the design of hydraulic excavators to establishing development systems overseas, driving the creation of products tailored to local needs. He now oversees the development and design divisions for all products, with a focus on enhancing technical capabilities and nurturing young engineers. While valuing the voices from the field, he strives to create more user-friendly machinery.

The construction industry is now at an evolutionary turning point where GX and DX intersect. This presentation will introduce next-generation solutions combining GX construction machinery × DX + iConstruction & remote operation, centered on MLIT's Decarbonization Action Plan. Based on our LANDCROS philosophy, which emphasizes co-creation and open value creation, we will envision future carbon-neutral worksites and propose "worksite reform for the future" that transforms decarbonization into competitive strength and productivity improvement.

In 2024, MLIT newly announced i-Construction 2.0, which aims to achieve at least a 30% reduction in labor requirements at construction sites by fiscal year 2040, and is promoting various initiatives to this end. The presentation will introduce the latest case studies across these initiatives.

Leads end-to-end initiatives across various industries, from AI strategy formulation to PoC design, implementation, and organizational design. He places emphasis not merely on technology adoption, but on implementing "AI that continues to be used," including data infrastructure development and business process redesign. He promotes the practice of connecting AI to business outcomes while navigating between both management and operational perspectives.

This presentation explains the concept of maturing AI agents—the next evolution beyond generative AI and RAG—through "process learning" rather than prompt engineering. Focusing on Interface Training for business tool operations, specialized models, and evaluation design, it demonstrates the key considerations for achieving real-world deployment while avoiding proliferation and obsolescence, as well as the competitive advantages of the Agent Economy. Examples of agent-based social simulations will also be presented.

A Regional Construction Company's Challenge in Remote Construction From Ensuring Safety to Labor-Saving and Productivity Improvement

Born in 1982. Graduated from the Faculty of Engineering, Okayama University. Worked as a systems engineer for security-related products at an IT company in Tokyo before joining Chuwa Construction Inc. in 2012. He has served as President and Representative Director since 2017. The company has been working on remote construction (unmanned construction) since 2017, focusing on improving safety at disaster recovery sites and achieving labor-saving and productivity improvement to address the labor shortage in the construction industry. In 2024, the company realized unmanned construction using satellite communications in radio dead zones in mountainous areas. This initiative was recognized with the Minister of Land, Infrastructure, Transport and Tourism Award in the Construction/Operations category of the FY2025 Infrastructure DX Grand Prize.

This presentation covers the background that led our company to take on the challenge of remote construction, case studies of safety improvement through remote construction conducted in 2017 and 2020, and case studies of labor-saving and productivity improvement through remote construction conducted in 2024 (which received the Minister of Land, Infrastructure, Transport and Tourism Award in the FY2025 Infrastructure DX Grand Prize). Additionally, we will introduce infrastructure DX initiatives achievable even by regional construction companies, as well as prospects for the future of remote construction.

This presentation will introduce the new MLIT Technology Basic Plan along with the latest initiatives related to new technology utilization and technology development in public works.

After serving as Head of the Planning Division, Planning Department, Tohoku Regional Development Bureau of MLIT, he assumed his current position in July 2024. In his current role, he is in charge of policies including the promotion of Regional Infrastructure Group Regeneration Strategy Management.

As infrastructure aging progresses, it is important to systematically advance maintenance, management, and renewal to achieve sustainable infrastructure maintenance. On the other hand, local governments face challenges in terms of finances and organizational capacity, making the full-scale transition to preventive maintenance difficult. Against this backdrop, this presentation will introduce MLIT's policies and initiatives, including "Regional Infrastructure Group Regeneration Strategy Management" and the "Infrastructure Maintenance Grand Prize."

Professor, Faculty of Design Engineering, Hosei University. After working at Nippon Koei Co., Ltd. and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), he assumed his current position. His specialties include civil engineering informatics, spatial information science, and urban transportation. He is engaged in theoretical and practical activities related to the measurement and analysis of national land space and urban activities in collaboration with stakeholders from industry, government, and academia.

In this lecture, I will introduce the implementation of an infrastructure digital twin that applies a voxel-based spatial representation similar to Minecraft, an initiative that received the FY2025 Infrastructure DX Grand Prize (Minister of Land, Infrastructure, Transport and Tourism Award). By utilizing a game engine that enables intuitive operation regardless of technical expertise and integrating point cloud data, CIM, and open data, I will discuss the potential of on-site DX to enhance construction and maintenance processes while addressing workforce shortages.

He has been involved in promoting DX and AI utilization for over 1,500 companies across Japan, primarily in the construction industry as well as manufacturing, logistics, wholesale, and retail, and is well-versed in practical business reform on the ground.

In the construction industry, where improving labor productivity has been a longstanding challenge, the use of generative AI has become not just an 'option' but an 'urgent necessity.'
However, the reality on the ground is that generative AI adoption often stalls because specific use cases and implementation scenarios remain unclear.
This presentation goes beyond mere technical discussions of generative AI, focusing on practical applications—'where, in which situations, and how to leverage it'—bringing the technology down to the operational level.

Born in Muroran City, Hokkaido. After majoring in aerospace engineering at Nagoya University and its graduate school, he joined the Ministry of Economy, Trade and Industry (METI). He promoted research and development in aerospace and advanced technologies and DX for small and medium enterprises (for example, he was the first to establish a national support framework for "flying cars"). He has also gained experience in positions outside METI, overseas, and in regional posts, including the Ministry of Defense in 2002, the Council for Science, Technology and Innovation at the Cabinet Office in 2004, Deputy Director of the JETRO Brussels Office in 2014, and Director-General level positions in the Planning Department/Industry and Labor Department of Nagasaki Prefecture in 2019. He has held his current position since July 2023.

This seminar introduces Quasi‑Zenith Satellite System “Michibiki,” explaining its current operations and future expansion toward an 11‑satellite constellation. It also highlights the system’s high‑precision positioning services and their value as social infrastructure, along with practical examples showing how they improve productivity and safety in fields such as construction and surveying.
